STEP 1

Cut out stars in white construction paper.

STEP 2

Glue white stars on the one side of the blue construction paper.

STEP 3

Roll decorated blue construction paper and then glue the ends together.

STEP 4

Glue the red and white streamers on one end of the blue construction paper roll.

STEP 5

Punch 2 holes across from each other on the top end of the blue construction roll.

STEP 6

Feed the yarn threw the 2 holes and connect and tie yarn at top and hang outside!
